    INTERNATIONAL SERVICE SUSPENSION NOTICE – effective Feb. 4, 2025

    Effective Feb. 4, the Postal Service will temporarily suspend only international package acceptance of inbound parcels from China and Hong Kong Posts until further notice. Note the flow of letters and flats from China and Hong Kong will not be impacted.

    Washington, DC --

    DHS has released the notices implementing the President's Executive Orders relating to "Imposing Duties to Address the Flow of Illicit Drugs" concerning Canada and China.  (Presumably the notice relating to Mexico will be released shortly.)

    While it has been widely reported that the Executive Order eliminates the use of de minimis for duty-free entry of shipments of less than $800 per day (under 19 U.S.C. sec. 1321), an important detail is that international mail shipments from Canada or China are excluded from de minimis and will require the filing of a formal entry.  

    Although the majority of de minimis shipments are shipped by express air courier, postal shipments are a significant mode of transport for low-value shipments based on CBP's De Minimis Statistics.

    This includes an explanation of the items to be affected starting from Feb 4.  You must know your tariff and country of origin calculations.  Both will determine the impact  to your goods.

    Trump Tariffs Target Loophole Used by Chinese Online Retailers

    Elimination of de minimis will increase costs for small businesses and lower income consumers.  Add duty and clearance fees to the current pricing  as well as longer delivery time due to processing of the entry.
